California Health Information Law Identification (CHILI)

The California Office of Health Information Integrity (CalOHII) engaged SymSoft to create the California Health Information Law Identification (CHILI) application and search tool. CHILI provides a comprehensive directory of the California statutes and regulations related to the privacy, access, and security of individually identifiable health information. CHILI also identifies analogous federal provisions present in the Health Insurance Portability and Accounting Act (HIPAA). The CHILI search tools allows users to search any statute using free text search, or by browsing the regulations by California health information keyword, HIPAA section, California statutes, or major California privacy statutory scheme. Users can further refine the search results by choosing appropriate filters, and find related laws based on similar keywords, or HIPPA section or statutory scheme.

SymSoft created the application using Drupal CMS framework and used Apache SOLR for faceted search and filtering. The administrative interface of the application allows the content authors to add/edit the laws. The system supports workflow and approval processes so that the edited content is published on the website only after it has been reviewed and approved by designated staff.
